Beijing: Use Hydrogen If Suitable, annual application scale will reach 20,000 tons by 2025

The Office of the Leading Group of Carbon Neutral Work of Beijing Municipality has issued the "Beijing Renewable Energy Alternative Action Plan (2023-2025)" (referred "the Plan").


The Plan proposes to adhere to the principle of "use electricity if suitable, use hydrogen if suitable", accelerate the layout and construction of charging piles and hydrogen refueling stations, and implement the project of decarbonization of transportation. By 2025, the proportion of renewable energy applications in new transportation infrastructure will be no less than 20%, and the cumulative ownership of new energy vehicles in the city will strive to reach 2 million units.

 

The Plan also proposes to adhere to the development direction of renewable energy hydrogen production, accelerate the research on the planning and layout of hydrogen energy production, storage, and utilization system, promote the demonstration application of hydrogen in both transportation and Distributed energy resources (DER), and promote hydrogen energy as a new path to expand the application scale of renewable energy. By 2025, the annual application scale of hydrogen energy in Beijing will reach about 20,000 tons, and the proportion of green hydrogen energy utilization will be accelerated.

 

1 Speed up the construction of hydrogen energy production, storage and transportation system

Vigorously promote the cooperation of green hydrogen energy in Beijing, Tianjin, Hebei and surrounding regions, promote the construction of renewable energy hydrogen production bases in the south and north of Beijing, study and promote the integration demonstration of Inner Mongolia-Beijing hydrogen production from wind and light, long-distance pipeline hydrogen transportation, and improve the green hydrogen energy security capacity. Promote the coordinated development of diversified hydrogen production, integrated hydrogen transportation and logistics, hydrogen energy research and manufacturing, and hydrogen refueling infrastructure construction. Carry out demonstration of hydrogen production from green power electricity, study and promote demonstration projects of hydrogen production from landfill gas, and speed up the scale of green hydrogen energy application. Promote the construction of hydrogen energy transportation and storage facilities, research and plan green hydrogen energy transportation channels, carry out feasibility studies and route planning for hydrogen pipeline transmission, scientifically lay out hydrogen energy storage facilities in the city, and promote the establishment of a standard system for hydrogen energy production, storage and transportation. By 2025, the city will strive to form a hydrogen energy supply capacity of 60 tons/day, with the shortage being coordinated and supplemented by the Beijing-Tianjin-Hebei region.

 

2 Vigorously develop hydrogen energy transportation

To give full play to the effect of the hydrogen energy demonstration project of Beijing 2022 Winter Olympic Games and Winter Paralympic Games, and to build a hydrogen refueling station guarantee system according to the principle of "reasonable layout, moderate forward thinking, matching supply and demand, safe and orderly". Focusing on the plain new cities and ecological conservation Area, focus on the medium and long-distance and medium and heavy-duty application scenarios, such as commodity transportation, dirt transportation, logistics and distribution, municipal sanitation, commute transportation, public transportation, etc., speed up the research of the right-of-way support policy for hydrogen vehicles and promote the replacement by using hydrogen vehicles. Accelerate the articulation and matching of key elements such as service demand, driving routes and operation stations, study and formulate relevant standards, and focus on the construction of hydrogen refueling stations in the new plain city and the radiation area. Make full use of the existing hydrogen transportation facilities resources in Yanqing District, expand the scope of hydrogen demonstration area, and create a comprehensive demonstration of hydrogen transportation in multiple scenes.

 

3 Promote hydrogen energy demonstration applications

Explore the commercialization mode of various application scenarios such as public facilities, enterprise industrial parks and data centers, promote the application of proton exchange membrane fuel cells and solid oxide fuel cells in combined heat and electricity supply, backup power and microgrids, carry out pilot mobile fuel cell charging devices, and promote the implementation of fuel cell distributed energy demonstration projects such as the heat supply guarantee center in the sub-city center. Accelerate the study and evaluation of the technical feasibility of hydrogen blending in gas-fired combined heat and power supply units and gas-fired boiler houses, and actively explore the pilot demonstration of hydrogen blending in the gas-fired power plant in Gaoyantun under the premise of ensuring safety.

 

4 Promote comprehensive demonstration of hydrogen energy industrial application

Accelerate the multi-level demonstration of hydrogen energy research and development, hydrogen energy production, storage and transport, hydrogen energy transportation and comprehensive application of hydrogen energy, and form the demonstration effect of the whole chain gathering. Exert the radiation effect of the construction of Daxing Hydrogen Energy Industrial Park, vigorously promote the construction of hydrogen fuel cell transportation industrial chain, hydrogen energy supply chain and industry service supporting facilities, and drive the development of the whole industry chain of hydrogen energy in the surrounding areas. Build Changping hydrogen energy technology R&D base, vigorously promote the R&D demonstration of hydrogen energy technology in core fields such as electric reactor, bipolar plate, catalyst, proton exchange membrane, membrane electrode, carbon paper, air compressor and hydrogen circulation pump, establish multi-level hydrogen energy scientific research platform, and reach a highland of scientific and technological innovation in hydrogen energy industry.
